What Is Fort Bend Learning Commons?

Fort Bend Learning Commons (FBLC) transcends the traditional notion of a learning center; it embodies a vision of a supportive educational environment designed to enhance learning experiences both within and beyond the classroom.

Drawing from a decade of experience in public education, founder Mr. William Chan has distilled the best practices in science and math education to enrich the FBLC curriculum and empower students to thrive. With expertise spanning various learning theories and psychological cognitive models, Mr. Chan is uniquely equipped to craft an optimal learning environment that inspires and facilitates academic excellence.

Every FBLC instructor holds a master’s degree in their relevant field. For our elementary, middle, and high school tutorial programs, both Mr. Chan and Mrs. Imran are certified educators through the Texas Education Agency (TEA). We hold ourselves to the same professional standards as the classroom — because families deserve to know their children are learning from qualified, dedicated educators they can trust.

The Question Mark

The question mark sits front and center because questions are the ultimate driver of all learning. They act as the adhesive that keeps knowledge sticky in our minds — what we question, we remember.

This philosophy is rooted in Confucian tradition. In Chinese, the word for knowledge is 學問 — literally “learn to ask.” Our mission is to help students ask more questions and bring more academic curiosity into their world, so that they come to enjoy the process of learning itself.

The Stars

The stars bursting from the question mark and the book symbolize the excitement of learning. Learning is, and has always been, an exciting journey. A student may feel bored by a subject in school — but they will not feel the same way when they get to experience true learning at FBLC.

Mr. William Chan
Mr. William Chan
Founder & Lead Instructor · HS Math & Science

William Chan holds a B.S. in Chemistry and an M.A. in Science Education from the University of Texas at Austin. Drawing on extensive global research and his tenure at institutions like Clements High School and Rice University, he specializes in "conceptual teaching" designed to foster enduring comprehension.

Recognized as a U.S. Presidential Scholar's Most Influential Teacher and a UChicago Outstanding Educator, he ensures that trust and relevance form the bedrock of his instruction.

Mrs. Rabeyya Imran
Mrs. Rabeyya Imran
Partner · Elementary & Middle School Math

A Texas-certified educator with over 10 years of experience dating back to 2012, Mrs. Imran holds certifications in Pre-K through 6th grade, ESL, and Gifted & Talented (GT) education. She earned her M.Ed. in Gifted & Talented Education from the University of Houston in 2015. Since joining Fort Bend ISD in 2016, she has taught at both Cornerstone Elementary and Malala Elementary, helping students build strong academic foundations.

At FBLC, Mrs. Imran tutors math for students in grades 4 through Algebra 1, helping them build confidence and mastery in the subject. She lives in Sugar Land with her husband, two daughters, and three cats. Outside of teaching, she cherishes time with family and friends, and loves traveling and exploring new cultures together as a family.
